Keller doesn't chase the plot — he interrogates the person at the centre of it.
§01The Engine of Scepticism
Sean Penn1 plays Tobin Keller as a man whose professional instinct is distrust. He is a Secret Service agent assigned to investigate Silvia Broome after she overhears what may be a plot to kill an African head of state inside United Nations Headquarters. The plot is the occasion; Keller's doubt is the actual engine.
What Penn brings to the role is a quality of sustained, unhurried scrutiny. Keller doesn't bluster or threaten. He listens — not as an interpreter listens, which is Broome's gift, but as an investigator listens: cataloguing inconsistencies, weighing hesitations, measuring what is said against what is withheld. The film's central tension sits not in external action but in the gap between these two professional listeners, one trained to be invisible, the other trained to see through invisibility.
Penn keeps the performance compact. Keller carries his own private weight — a recent bereavement that the screenplay introduces early and doesn't overwork — and Penn carries it without advertising it, letting it leak occasionally into the way Keller stills himself in a room. He is grieving and he is working, and for most of the film those two states run on parallel tracks that quietly inform each other.
What the role demands, and what Penn delivers, is the willingness to be wrong. Keller's scepticism about Broome is not simply professional caution — at times it tips into something less justified, and Penn doesn't soften the harder edges of that. He makes Keller's gradual shift in position feel earned rather than schematic, because the scepticism was always grounded in something real rather than mere obstruction.
The film's dialogue between Nicole Kidman2's Broome and Penn's Keller is where most of its meaning lives — two people in the same building, with the same information, reaching opposite conclusions at different speeds. Keller gets there eventually. Penn makes sure the journey costs him something.
